At the beginning of the War, the Confederacy had no national adhesive stamps. While most CSA postmasters began by simply marking the rates due on letters with handstamps, many postmasters across the Confederacy had adhesive stamps and envelopes printed for use in their postoffice.
Arkansas has no Provisional issues, at least none that have been discovered to this point. I have long been interested in compiling a census of the Postmaster Provisional issues used on letters into Arkansas and, in one case, into the Indian Nations. Presented below is the census collection thus far.
